Extension Granted for RUBF Update in Panama
The Superintendency of Non-Financial Subjects has issued Resolution No. S-039-2025, granting a six-month extension—from June 14, 2025, to December 14, 2025—for obligated parties to update their records in the Private and Unique System for the Registration of Ultimate Beneficial Owners (RUBF).
This update must comply with the provisions outlined in Agreement No. JD-01-2024 and the technical manual approved by Resolution No. S-023-2024.
During the extension period, remediation efforts will continue for entities that have not yet completed the registration process. This includes ensuring that:
Corporate documentation is in place to allow for the traceability and identification of the ultimate beneficial owner.
Due diligence documents remain valid and in line with current regulations.
These requirements are key components of Panama’s RUBF Project.
Entities that fail to comply may face the following penalties:
Suspension of corporate rights
Inability to register acts, documents, or agreements
Restrictions on the issuance of corporate certificates
